All National Standards Will be Placed Online for Free Access
The General Administration of Quality Supervision and the National Standards Committee have issued the Implementation Plan to Advance the Publication of National Standards (the “Implementation Plan”) in the name of the State Council Inter-Ministerial Joint Conference Office of the Coordination and Advancement of Standardization. The Implementation Plan requires relevant departments of the State Council to publish national standards free of charge.
The Implementation Plan requires national standards to be published, including the actual text of the standards (with amendments), bibliographical information and development and revision information. All of this information will be made available online free of charge.
The Implementation Plan also imposes a deadline for publishing national standards. The texts of newly-released national standards must be published within 20 working days after their initial release, while national bibliographical information and development and revision information must be made publicly available as soon as feasible. Recommended national standard texts relating to the use of international (foreign) standards will be published based on international (foreign) copyright policy. Already-released historical national standards will be published in stages and will be completed by 2020.
The Implementation Plan sets out the method of publication of national standards. Relevant departments of the State Council will publish information related to national standards that have already been placed on their official websites, and they will provide national standard texts online free of charge. The National Standards Committee will play an active role in constructing a unified service platform for national standards information.
