Administrative Review and Approval Requirements Revoked in the First Quarter
During the first quarter of 2017, the P.R.C. Central Government successively revoked a great number of administrative licensing schemes and cleaned up and regulated a number of matters subject to administrative review and approval intermediary services. Firstly, in addition to the 230 matters formerly subject to administrative review and approval schemes that have already been revoked by the central government (which had been delegated to local governments), the central government further revoked 53 licensing schemes this quarter, including approval requirements for student guides and advertising for private schools and the qualifications for cotton processing; 14 of these licensing schemes will be submitted for revocation to the NPC Standing Committee by amending the relevant statutes and regulations. Secondly, 20 more matters formerly subject to intermediary services were released from these requirements this quarter -- for example, intermediary services incident to the accreditation of legal professional qualifications are no longer required, and neither is approval for manufacturers of railway transportation infrastructure.
