SIPO Solicits Public Opinions on the Draft Amendments to the Provisions on the Regulations on Patent Prosecution (Draft for Comments)
After research and debate, the State Intellectual Property Office (SIPO) issued the Draft Amendments to the Provisions on the Regulation of Patent Prosecution (Draft for Comments) to effectuate the spirit of the Several Opinions of the State Council on Accelerating the Construction of a Strong Intellectual Property Rights Nation Under the New Circumstances [2015] No.71). The Draft Amendments were subject to repeated revision. This move was designed to improve patent quality and change the current dynamic in which the sheer number of IP creations is large, yet few of them actually boost value. The draft amendments and their explanation were published on the Online Comment System for Statutes, Regulations and Drafts section of the State Council Office of Legislative Affairs and the SIPO website (www.sipo.gov.cn). These websites accept comments from all sectors of society -- anyone may submit written opinions and suggestions to the SIPO Department of Treaty and Law before January 6th, 2017.
