On the afternoon of March 31, 2016, W&B attorney Yifan Shen was invited to provide training on government procurement at the Shanghai Institutes for Biological Sciences (“SIBS”) under the Chinese Academy of Sciences. About 150 procurement staff members from the Scientific Research Management Department’s Technical Support Center and the various SIBS scientific research groups attended the training session.

As a member of the Research Committee of State-Owned Assets and Enterprises, Mr. Shen spoke from the perspective of the management of state-owned assets and took into account the actual state of affairs of the supervision and control of funding for scientific research at SIBS. He explained related legal issues and compliance practices in terms of the applicable scope and conditions of government procurement, the selection of the means of procurement, the procedural requirements and the approval process. He illustrated these theories using case studies, and answered questions from SIBS trainees with precision and expertise. The trainees reported great benefit from the training, and the SIBS leadership group also highly praised the event.
