In order to facilitate the patentee and the exclusive owner to pay the stamp tax according to law, the National Intellectual Property Administration decided to resume the collection of the stamp tax on behalf of the State Administration of Taxation for patents and integrated circuit layout design from September 16, 2019. If the stamp tax is not paid before September 16, 2019, the tax can be paid through the original payment channel after September 16, 2019.
